_D_e_s_c_r_i_p_t_i_o_n:

Creates an image surface of the specified format and dimensions.
The initial contents of the surface is undefined; you must
explicitely clear the buffer, using, for example, 'cairoRectangle'
and 'cairoFill' if you want it cleared.

_U_s_a_g_e:

     cairoImageSurfaceCreate(format, width, height)

_A_r_g_u_m_e_n_t_s:

'format': ['CairoFormat'] format of pixels in the surface to create

'width': [integer] width of the surface, in pixels

'height': [integer] height of the surface, in pixels

_V_a_l_u_e:

['CairoSurface'] a pointer to the newly created surface. The
caller owns the surface and should call cairo_surface_destroy when
     done with it.

This function always returns a valid pointer, but it will return a
pointer to a "nil" surface if an error such as out of memory
occurs. You can use 'cairoSurfaceStatus' to check for this.
