otrl_message_disconnect — Gracefully disconnect an encrypted ConnContext

Description

Put a ConnContext for the local account (with the given local_account using the given protocol) to the remote_user from the given ustate into the OTRL_MSGSTATE_PLAINTEXT state, and tell the other side we're doing so (using ops->inject_message(opdata=opdata, accountname=local_account, protocol=protocol, recipient=remote_user, message=encrypted_notifier_message)).
