Synopsis:
   on [<modes>]wallop [<serial#>] [-|^]<match> { <action> }

Description:
   This hook is triggered whenever the client receives a WALLOPS message
   (a message sent to all irc operators).

Parameters:
   $0    nickname of the message sender
   $1    a '+' if the sender is an operator, '-' if not, 'S' if a server
   $2-   text of message
