Synopsis:
   on [<modes>]send_public [<serial#>] [-|^]<match> { <action> }

Description:
   This hook is triggered whenever the client sends a regular, public
   message to any channel it is on.

Parameters:
   $0    the channel the message is sent to
   $1-   text of message sent
