Synopsis:
   on [<modes>]send_notice [<serial#>] [-|^]<match> { <action> }

Description:
   This hook is triggered whenever the client sends a NOTICE message to a
   channel or another client.

Parameters:
   $0    nickname or channel the NOTICE is sent to
   $1-   text of message sent
