Synopsis:
   on [<modes>]send_dcc_chat [<serial#>] [-|^]<match> { <action> }

Description:
   This hook is triggered whenever the client sends a message to another
   client across a DCC CHAT connection.

Parameters:
   $0    nickname of recipient of message sent
   $1-   text of message sent
